This is statutory guidance on inter-agency working to safeguard and promote the welfare of children. It sets out how organisations and individuals should work together to safeguard and promote the welfare of children and young people in accordance with the Children Act 1989 and the Children Act 2004. It also prescribes how practitioners should conduct the need assessment of children and young people.

This is the second report of the Ministerial Working Group on homelessness, in which the attention of the cross-government group is turned to thinking about how services can be managed in a way that prevents all households, regardless of whether they are families, couples, or single people, from reaching a crisis point where they are faced with homelessness.
